McConnell: Obama's delayed budget like dropping a 'bomb' on legislative process

Prior to 1974, Congress had no formal process for establishing a coherent budget. When newly-elected President Richard Nixon began to refuse to spend funds that the Congress had allocated, Congress adopted a more formal means by which to challenge him. The Congressional Budget Act of 1974 created the Congressional Budget Office (CBO) and directed more control of the budget to it and away from the President's Office of Management and Budget (OMB). The Act passed easily while the administration was embroiled in the Watergate scandal and unwilling to provoke Congress.[3]
we keep hearing about "the Pres. hasn't put out a budget in 4 years, while they put out things they know will sputter and then claim doing their job, if they were it would be things they know would pass and benefit the country and "we the people", but not the case on their part political posturing period.
they voted during Nixon a republican Pres. to take power away from presidential budget office because he would not do what they wanted by refusing to spend money congress wanted to, so they took that power back, if this is true then why are they lying about the Pres. has to put out a budget when it's squarely on their shoulders?
