Ted Cruz voted for it.Somehow, Cruz failed to convince even himself to vote against cloture.Cruz may have a second chance to obstruct after Senate Majority Leader Harry Reid (D-NV) offers the inevitable amendment to scrap the House's anti-healthcare provision, but given Cruz's phenomenal inability to convince anyone to support obstruction, it seems unlikely he will have any success in the future.
