Reid, McConnell Near Scaled-Back Filibuster Deal

this is a free ride of sorts now for republicans if house changes the Dems as well but the Dems are not obstructor's that only promote business agenda.
if the right wants to filibuster do it as it was intended not as they restructured it, stand there and state your case don't phone it in from Denny's.
Dems know the could benefit maybe if house changes, but still they know it's been corrupted by the republicans and as everything with them leans in their favor.
Senate Majority Leader Harry Reid (D-NV) and Minority Leader Mitch McConnell (R-KY) are nearing a bipartisan deal to enact minor changes to the filibuster, two sources familiar with the negotiations tell TPM.
The deal, which is not yet final, makes very modest changes. It would permit the majority to bypass a filibuster on the motion to proceed to debate — if a group of senators on each side agree or if there’s a guarantee that both sides will get to offer amendments, the sources said Wednesday evening.
It also includes an expedited process for some nominations and lowers the number of cloture motions required to go to conference with the House.
 The emerging agreement reflects the plan that Sens. John McCain (R-AZ) and Carl Levin (D-MI) put forth to avoid further-reaching filibuster reform that proponents wanted. But it tweaks some aspects to address Democrats’ concerns that it would empower the minority to add poison pills to legislation.
of course it would they only com up with plans that involve skulduggery.
The major proponents of reform believe the Reid-McConnell deal under discussion would not make it easier to pass legislation, and believe the only meaningful upside is that it may speed up the confirmation of some judicial nominations.
The agreement would avoid the need for Reid to utilize the constitutional option and change Senate rules with 51 votes, a move that Reid said Wednesday morning he had the votes for but which many Republicans and Levin warned against using.
